One of the main purposes of a fire risk assessment is to determine what needs to be done in order to ensure that the building's occupants are given an early warning of a fire, so they can escape safely and call for help if they need to. 

 

In addition, the assessment evaluates the building's fire safety, including fire breaks, such as fire doors, partitions between common areas, walls, ceilings, building structure and external walls 

The assessment also looks at the risk of sources of ignition, for example, the electrical installation and storage areas within the common parts of the building.

 

A fire risk assessment not only identifies the fire alarm suitable for the property being inspected but all other passive work to fireguard the building and further protect the occupants.

THE FIRE RISK ASSESSMENT INCLUDES:

Important information about the fire risk assessment.

Whenever a modification or upgrade of a building occurs, the fire risk assessment should be updated. Assessments should always be treated as living documents.

Work is recommended and associated risks are identified, as well as a timeframe for completion.

Following completion of the work, the responsible person should manage the building by making regular inspections so that the occupants adhere to the building's Health & Safety, and fire prevention standards. 

Regular fire alarm testing and servicing should be carried out and noted in the logbook which should be kept on site.

CAN ANYONE HAVE A FIRE RISK ASSESSMENT CARRIED OUT?

Usually, it would be the person responsible for the building. 

Ie, the landlord/management agents/freehold owner, however as a lease hold owner selling a flat can arrange this. 

IF I OWN A FLAT AND RENT IT TO PRIVATE TENANTS, WHAT DO I HAVE TO DO IF THE FREEHOLD OWNER REFUSES TO HAVE A FIRE RISK ASSESSMENT COMPLETED AND NO FIRE ALARM IS IN PLACE?

This can be reported to the local authority or the fire service who could act against the freehold owner, or you can arrange one yourself.

WHAT IF THE RECOMMENDATIONS IN THE REPORT ARE NOT CARRIED OUT?

The fire risk assessment itself is not enforceable, it can only make recommendations and inform the recipient of the risk involved and the work required to comply with the action plan.

CAN A LANDLORD BE PROSECUTED IF THERE IS NO FIRE ALARM AND THERE IS A FIRE, AND SOMEONE GETS HURT OR DIES?

Yes, the person found responsible for the safety of the occupants can be prosecuted and even sentenced if someone should die because there was not adequate fire safety in the building.

ONCE I HAVE A FIRE RISK ASSESSMENT WITH RECOMMENDATIONS DO I HAVE TO COMPLETE ALL THE WORK WITHIN THE TIMESCALES?

The timescales indicated in the recommendations are a guideline only to indicate the urgency of the work required.

HOW DO I KNOW IF MY PROPERTY NEEDS A FIRE RISK ASSESSMENT?

All residential properties which contain flats or shared accommodation should have an up-to date fire risk assessment even if they have adequate fire safety in place.
